Annual Monitoring Report
Planning authorities are required to prepare Annual Monitoring Reports (AMRs) to monitor how the City Council is performing in implementing the Local Development Scheme (LDS), and progress in achieving Local Development Framework aims and objectives.
Monitoring is carried out in relation to specified targets and indicators. The latest Annual Monitoring Report can be downloaded below. As this is a large document, you may wish to download the separated sections.
Assessment of Plymouth's five year Housing Land Supply
Each local authority is required to identify a five year supply of sites for housing and to report how it intends to meet this requirement in its Local Development Framework Annual Monitoring Report (AMR)
In accordance with government guidance, this year's AMR 2010 looked to the future and reported on the five year supply period from April 2011 to March 2016. The identification of sites that make up Plymouth's Housing Land Supply has been obtained from a variety of sources:
- Sites identified in the Adopted Area Action Plans.
- The Council's database of sites with planning permission.
- Sites where development interest has been shown through the pre-application process.
- The 2009 Strategic Housing Land Availability Assessment (SHLAA).
The April 2009 Strategic Housing Land Availability Assessment (SHLAA) provided the base for the assessment of the deliverability of sites. It was undertaken by independent consultants who involved a Panel consisting of developers, agents, and architects experienced in the local market to assess deliverability. This assessment has now been rolled forward to December 2010 using the latest intelligence on the availability and expected delivery timescale of housing sites.
The results of the assessment of the five year supply of housing sites are listed in the Annex to the Annual Monitoring Report 2010 and summarised in Chapter 3, paragraph 3.9.11 and table 3.19 of the Annual Monitoring Report 2010.
