- Barry Keel, Chief Executive at Plymouth City Council
- Colin Molton, Deputy Chief Executive at the South West of England Regional Development Agency
- David Warburton, Regional Director at English Partnerships
- Mike Leece, Chairman of the Chamber of Commerce and Industry
- David Edwards, Regional Director for Southern England at English Partnerships
- Ian Thompson, Area Director (Devon, Plymouth and Torbay) at the South West of England Regional Development Agency
