Government measures are available to give businesses a tax break and breathing room to grow and prosper.

Support for eco innovators
The Government is allocating a fund of £35m to help innovators and entrepreneurs develop and demonstrate low carbon technologies.
The first wave will be for energy efficiency in buildings, such as advanced lighting, heat pumps, ventilation technologies.

South West companies to meet the commissioners

The Media Innovation Network will be hosting a special event with BBC4 and BBC South West on Monday 14 May. Media companies from across the region will be given a chance to “Meet the Commissioners” when Richard Klein, BBC4 Controller and Simon Willis from BBC South West give a special briefing to producers in Plymouth.
As well as listening to a general briefing, some companies have also taken advantage of an opportunity for a one-to-one meeting with Richard.
The event is just one of the ways in which the Media Innovation Network supports and promotes creative companies in the South West and it is the latest in a series of training and business development events on offer.

Volunteer Mentor programme – briefing sessions
Tuesday 15 and Tuesday 22 May 2012: 6pm to 7pm

Plymouth City Council and Whiz Kidz have teamed up to search for inspirational and successful business people to become mentors to the city’s young unemployed.
Local businesses and organisations will shortly receive an e-flyer advertising a new mentoring programme which offers up to 20 hours of free training to learn the skills needed to mentor young people.
It’s aimed at professionals and experts in their field with the kind of knowledge and experience that would benefit 16 to 25-year olds looking for work.
The Volunteer Mentor programme is being funded by Plymouth City Council’s Education, Learning and Family Support department and delivered in conjunction with Whiz Kidz, an out of school business club run at the City Business Park who successfully support young people into employment and self-employment through various initiatives.
Briefing sessions to explain more about the programme will take place on Tuesday 15 May and Tuesday 22 May at the City Business Park from 6pm until 7pm.

Outset Plymouth is organising a 'Plymouth Media Day' to help city businesses identify growth prospects using the power of local media.

The Heart of the South West LEP's business plan has been launched. It is designed to guide the activities of the LEP over the next three years and to provide a framework that will inform activity. City College Plymouth Employer Seminar Programme
City College Plymouth is offering a full programme of seminars over the coming months aimed at supporting SMEs and micro-SMEs, whether they are new businesses or firmly established and wanting advice and the opportunity to share best practice.
All speakers are specialists and have a wide range of knowledge and experience relating to the chosen topic.
Seminars are priced at £15 per person (or £10 per person if three or more places are booked). A light buffet is also included at the seminar.

Grant for Business Investment – funding still available
Grant funding is still available for businesses in Plymouth with investment projects which will increase productivity, skills and employment. Most sectors of industry are eligible, although support cannot be given to areas of the UK economy already fully served, or projects which offer a local consumer-type service, for example retail or restaurants.
The entry-level grant is £10,000 and the amount offered increases depending on the number of skilled jobs created.

America's Cup impact on city
The America’s Cup in September 2011 generated an impact for the city worth in excess of £9 million. The event was hosted through a full partnership of the city with the private sector contributing significantly to the costs of putting the event on.

Local Enterprise Partnership invite contributions and comments on its business plan
Businesses, individuals and representatives of organisations from across Devon and Somerset are welcome to attend the short seminars which are designed to showcase the proposals for the partnership and encourage discussion around the aims and objectives for the business plan.
Chair of Heart of the South West Local Enterprise Partnership, Tim Jones said: “It is vital that the business voice is heard and that a partnership approach is adopted to generate growth and productivity for our area. Local Enterprise Partnerships are designed to be private sector led and driven by business. Any views will be welcomed that ensure we can develop a successful and sustainable future economy. Leading the wave with the country’s first marine energy park
Plymouth is to be part of the country’s first designated Marine Energy Park, creating the potential for hundreds of high quality jobs and businesses in an industry that could be worth billions to the region's economy.
The south west will today be named as the UK's first Marine Energy Park, firmly placing it on the international map for leadership in marine renewable energy. The Climate Change Minister, Greg Barker, will make the announcement today when he will meet with key members of the new initiative which is being led by Plymouth City Council and Cornwall Council in partnership with RegenSW, Plymouth University, Heart of the South West LEP and the private sector.

£250m pilot to give employers power over skills training
Businesses will be given the power to design, develop and purchase the vocational training programme they need under a £250 million plan announced by the Prime Minister. The move is designed to boost economic growth and ensure that the UK workforce has the skills that businesses require.
In the New Year employers will be invited to bid for a share of the new £250 million government fund. It will route public investment directly to employers – enabling them to invest in the training they actually need.
The vision of greater employer ownership has been championed by the UK Commission for Employment and Skills (UKCES) – a non-departmental public body that provides strategic leadership on skills and employment issues.
The competitive fund will route public investment directly to employers and will be backed by significant resources from existing skills budgets. Funding for 2012 to 2013 will be up to £50m, with an additional £200m in the second year - subject to evidence of high-quality proposals from employers and ongoing evaluation.
It will test different approaches, come up with new ways of engaging employees and potential employees, other firms and their supply chains to develop news ways of investing in skills, and working with the further education and skills sector.
It will be open to collaborative proposals from businesses of all sizes and from all sectors of the economy. Bids will need to demonstrate how public investment will leverage private investment, support apprenticeships and show a commitment to raising skills levels in their sector or supply chain.
The government expects to issue a formal prospectus on the fund jointly with UKCES early in 2012 so that projects can begin later in the year.

New measures announced to boost British business
Prime Minister David Cameron announced the business growth package that will benefit hundreds of small businesses at the ‘Exporting for Growth’ and Fitness Finance conference. The package includes:
- £95 million investment from the Regional Growth Fund
- the Web Fuelled Business initiative, helping businesses exploit the potential of the internet
- the National Export Challenge, opening up new markets around the world
- the Finance Fitness campaign, providing the support small businesses need to access finance

Plymouth's Economic Review - Issue 1 published
The Economic Intelligence Sub-group of the Plymouth Growth Board has published Issue 1 of Plymouth’s Economic Review, the first in a series of six-monthly reports providing up to date, objective analysis on the state of the city’s economy.
The reports will draw on a range of indicators from a variety of data sources, economic research, projections and business surveys. The analysis will be of use to businesses and organisations across the city.
Issue 1 of the review represents an important starting point - a robust evidence base to be built upon and enhanced through the work of the Intelligence group and partners. Plymouth, like all areas, faces a substantial challenge in the short-term to create jobs and raise economic output against the backdrop of a global recovery that is faltering. As well as highlighting the city’s challenges, the evidence suggests there are areas of potential which should be harnessed to improve its competitiveness and ensure the ambitions for economic growth set out in the Local Economic Strategy are realised.

Change on the horizon for Business Link
On 25 November 2011, the regional Business Link enquiry and advisory service ceased and was replaced by a range of business support including:
- an improved Business Link national website with essential information, support and services for businesses
- a new addition on this site - a 'growth and improvement' service - full of information businesses need to work better and achieve growth objectives
- a new area on the Business Link website called 'My New Business' providing tailored information and training to guide people through the process of starting up in business
- a search service for public sector procurement opportunities
- a national mentoring network that puts your business in touch with mentoring organisations across the UK
- a new national Business Link telephone helpline which will support people in navigating the Business Link website
These changes ensure that businesses are provided with information and links to the national, regional and local business support. You can find more information about these changes on the BIS website and can sign up for regular e-alerts and updates.

Government proposes new rules to save SMEs £millions in reporting and accountancy fees
More than 100 thousand UK businesses could save in excess of £600 million in accountancy and administration costs every year under proposals to reduce financial reporting requirements, published by the Department for Business, Innovation and Skills today.
The consultation on Audit Exemptions and Change of Accounting Framework sets out plans to allow more small companies and subsidiaries to decide whether or not to have an audit.
Current EU rules mean that to classify as ‘small’ for accounting purposes, a company must comply with two out of three criteria relating to their turnover, balance sheet total and number of employees. However, to obtain an audit exemption in the UK, small companies must fulfil both the balance sheet and turnover criteria. Under the new proposals, UK SMEs would be eligible for audit exemption by meeting any two of the three criteria, saving them an estimated £206m per year.
The Government is also proposing to introduce legislation in 2012 to exempt most subsidiary companies from mandatory audit, provided their parent is prepared to guarantee their debts. Savings are estimated at £406m per year.
In total, removing this EU gold plating could save UK businesses £612m per year. These moves are part of the Government’s wider focus on cutting red tape and reducing unnecessary burdens on business, in particular addressing the impact of European legislation.
Additionally, following the consultation by the UK Accounting Standards Board on changes to UK Generally Accepted Accounting Principles (UK GAAP), the Government is also seeking views on whether to allow companies which currently prepare accounts under International Financial Reporting Standards (IFRS) more flexibility to change their accounting framework to UK GAAP.

New online patent inspection service launched
UK business could save nearly £100,000 per year thanks to a free patent system launched by the Intellectual Property Office (IPO). The new online service, called Ipsum, will remove the cost to businesses of requesting patent documents; instead they will now be available for free at the click of a button.
The service is open to anyone, benefiting businesses researching patents, patent attorneys working for clients protecting their IP rights and potential inventors looking for the best way to find information on patent applications. This can help them understand why a patent was granted or rejected or know more about particular patents.
Previously each document requested by a business would cost £5 and by the time it had been delivered it might already be out of date. Ipsum is updated in real time so businesses will now have the up to date information on patent applications they need.

Plymouth ranked in the top 10 of UK cities
Research from the National Endowment for Science, Technology and the Arts (NESTA) suggests that Plymouth ranked in the top 10 (8th) of UK cities in terms of its relative share of high-growth firms (HGF) between 2007 and 2010. The city finds itself in the company of the likes of Oxford, Cambridge and London.
Based on the definition from the Organisation for Economic Co-operation and Development (OECD), a high growth firm is one with ten or more employees which has experienced employment growth of 20 per cent or more over a three-year period. Whilst only relatively small in number, these usually highly-innovative firms are responsible for a significant proportion of job creation. Given that this period covered one of the deepest recessions on record, it is particularly significant that a comparatively large percentage of businesses in Plymouth were expanding at such an impressive rate.
While this shouldn't mask the fact that many businesses will have suffered considerable losses in recent times, it is a positive sign that some firms have been able to weather the storm, showing a degree of both resilience and potential in the local economy.
The sector recording the highest number of HGFs was 'other business services' (including legal, accounting, marketing, technical consultancies), 'hotels and restaurants' and 'retail'. For more information please visit the NESTA website.

Manufacturing, Technology and Innovation annual conference
The Manufacturing, Technology and Innovation Annual Conference is taking place at the Riviera International Centre in Torbay on Thursday 20 October 2011.

Leadership and Management Advisory Service

Enterprise Zone update
Key city partners have pledged to push ahead with plans for strengthening and expanding the local economy, despite not being awarded Enterprise Zone status by the Government in the latest round of awards.
Plymouth City Council, Plymouth Growth Board and Plymouth University say it's business as usual and will push ahead with implementing other major economic development initiatives.
Council leader Vivien Pengelly said, "This is disappointing news as obviously we wanted an Enterprise Zone for Plymouth. Many people worked very hard to put together a strong application and we lobbied through to the highest levels of Government.
However, I think the Government got far more applications than it expected and therefore we were in a very, very competitive arena. That said, I will nevertheless be pressing the Secretary of State for comprehensive feedback as to why it was decided not to give this part of the Heart of the South West an Enterprise Zone."
Councillor Ted Fry, Cabinet Member for Planning. Strategic Housing and Economic Development, said: "This is not the news that the people and businesses of Plymouth wanted to hear. But we must be mindful that we had plans for expanding our economy before the prospect of an Enterprise Zone was announced by Government earlier this year."
Doug Fletcher, Chair of the Plymouth Growth Board said, "It was never our intention that an Enterprise Zone would be the only way to secure a stronger local economy.
Now we know where we are on this and can move on, perhaps even with more determination than ever before to get new jobs created in this great city. I call on all those businesses out there that so willingly gave their support to the zone bid to continue to work with us on other initiatives. Collectively we are a powerful force."
Professor Wendy Purcell, Vice-Chancellor and Chief Executive of Plymouth University said: "This was a strong bid supported by the LEP and key stakeholders. So it's disappointing it didn't happen this time out. But we mustn't be despondent.
"When the Secretary of State, Vince Cable visited recently he affirmed our global marine and maritime standing. And the recently announced plans for a National Offshore Technology and Innovation Centre is a great opportunity to exploit our longstanding investments in marine.
"The University's new Marine building on campus and the city's strong business community provide a strong foundation for success.
"We have the vision and confidence to take charge of our own destiny and take forward together the best aspects of the bid linked to our Growth Acceleration Investment Network."

University of Plymouth and Western Morning News launch £1m fund to help small businesses
Business Secretary Vince Cable has launched the Western Morning News and University of Plymouth £1 million Growth Fund, describing it as the first and best scheme in the UK to have successfully pitched and come to fruition.
Businesses from across the Westcountry can now apply for cash sums of between £10,000 and £100,000 to help grow their enterprise and create new job opportunities.
The fund’s aim is to stimulate local regeneration through a thriving private-sector lead economy and away from a dependence upon the public sector.
The Western Morning News and University of Plymouth's joint bid for the £1 million growth fund won conditional approval in April and was one of just two regional proposals to secure funds from the first round of payouts from the £450 million Regional Growth Fund announced by Lord Heseltine in October.
Within a few hours of the formalities being completed, the growth fund went live online and opened for small and medium sized enterprises (SMEs) to apply for a share of the £1 million pot.
Under the terms of the scheme, firms will need to source match-funding for their grants but, said Dr Cable, the support should boost opportunities for SMEs to access finance, acknowledging that small firms were still 'very frustrated' with bank restrictions on lending.

The mechanics
Once registered, applications will be examined by a panel of independent experts appointed by the WMN and University of Plymouth, and all Bids are subject to Treasury and European rules.
Shortlisted Bids are then subjected to due diligence and further details may be requested from applicants.
Once a Bid is cleared, it is presented to the Steering Group to be confirmed.
A number of winners will be invited to the Western Morning News Annual Business Awards to be held at St Mellion on 17 November.

New Growth Fund opens for business
Vince Cable helped launch the Business Growth Fund (BGF), which has been established to help Britain’s smaller and medium sized businesses with an annual turnover of around £10m to £100m.
It is an independent fund of up to £2.5 billion, backed by five of the UK's main banking groups - Barclays, HSBC, Lloyds, RBS, and Standard Chartered - and working in collaboration with the British Bankers' Association.
In Birmingham to mark the launch of the BGF, Business Secretary Vince Cable said: "The Business Growth Fund is ready to make substantial equity investments into ambitious mid-cap British companies who are set to create the business success stories of the coming years.
"To see the fund ready to invest so quickly is greatly encouraging and I look forward to the first successful firms receiving funding."
The BGF will invest approximately £2m and £10m per business in return for a minimum 10 per cent equity stake and a seat on the board for a BGF director. The Fund will provide long-term equity investment for those growing companies which today do not have access to this source of capital.
Dr Cable added: "Alongside new government support for exporters and commitments made by the banks to increase the credit available to businesses of all sizes, this private fund will provide crucial support to the firms generating the employment our economy needs.
"Good investing requires local connections to find and assess opportunities, so for the Fund to have a presence outside London - in both Birmingham and Edinburgh - is particularly heartening. British businesses must have access to the growth capital they need, wherever they are based."

Government approves new £6.08 minimum wage rate
The Government has accepted the independent Low Pay Commission's (LPC) recommendations for this year’s National Minimum Wage (NMW) rates.
The following rates will come into effect on 1 October 2011:
- The adult rate will increase by 15p to £6.08 an hour
- The rate for 18 to 20 year olds will increase by 6p to £4.98 an hour
- The rate for 16 to 17 year olds will increase by 4p to £3.68 an hour
- The rate for apprentices will increase by 10p to £2.60 an hour
As announced in the Budget the Government will invite the LPC in its next report to consider the best way to give business greater clarity on future levels of the National Minimum Wage, including consideration of two-year recommendations. This could provide greater certainty for businesses, reduce risks and help them plan employment and investment decisions.
