Renting a Council shop
When a retail unit is handed back to the City Council, it is the Commercial and Valuation Division's responsibility to market the property. As a Local Authority, we are bound by strict standing orders, which means that, in the majority of cases, the properties must be advertised to let on the open market. In order to ensure this process is fair and transparent, the division usually elects to offer the property To Let by Tender. This means that an advert will appear in the local press for a set period of time and will state that tenders must be submitted by a specific closing date.
The Commercial and Valuation Division holds a pack of information on each property advertised to let, and this includes details of the property, its measurements, a location plan, Heads of Terms (which lists the main terms and conditions which would be included in the lease), a Tender Form and a Statement of Particulars Form (which enables us to vet your current and historical financial standing), see attachments below.
All tenders must be returned to the City Solicitor's Department and should have the following label on the envelope:

This will ensure that it is treated in the same way as all other tenders received.
All tenders are collected and held in the City Solicitor's Department until the closing date, and are only opened after the closing date has passed.
Where a property is not being let by tender but by private treaty, it will still be necessary to complete the Statement of Particulars but a tender form will not be required. In these instances, you should contact the Commercial and Valuation Division to advise them that you wish to express an interest in taking a lease of the property.
