Declaration and certification of the result of ballot
I, Nigel Keith Spilsbury as Deputy Ballot Holder, do hereby certify the following in relation to the Plymouth Business Improvement District Ballot held between 1 February and 1 March 2005 that:
Part one
- A - Number of ballot papers issued - 522
- B - Number of ballot papers received - 305
- C - Number of ballot papers not returned - 217
- D - Turnout at this Ballot - 58.43%
Part two
- A - The total number of votes cast in the ballot excluding those rejected - 305
- B - The number of rejected ballot papers - 0
- C - Total of Part two A+B (equals Part one B) - 305
Section 50 of the Local Government Act 2003 requires two conditions to be satisfied for approval of the BID proposals in the ballot:
Condition 1
The majority of persons voting in the ballot must vote in favour of the BID proposals.
Condition 2
The aggregate rateable value of each hereditament in respect of which those voting in favour of the BID proposals must exceed the aggregate rateable value of each heriditamemt of those voting against the BID proposals.
Part three – Condition 1
- A - The total number of votes cast in favour of the question asked in the ballot - 235
- B - The total number of votes cast against the question asked in the ballot - 70
- C - Total of Part three A+B (equals Part two A) - 305
- D - Condition 1 - Satisfied - Yes
Part four– Condition 2
- A - The total aggregate rateable value of each hereditament in the BID area - £26,541,610
- B - The aggregate rateable value of each hereditament in respect of which a person has voted in favour of the question asked - £11,745,810
- C - The aggregate rateable value of each hereditament in respect of which a person has voted against the question asked - £5,976,700
- D - The aggregate rateable value of each hereditament in respect of which a person has voted - £17,722,510
- E - The aggregate rateable value of each hereditament in respect of which a person has not voted - £8,819,100
- F - Condition 2 - Satisfied - Yes
I certify that:
Condition 1 has been satisfied. The majority of persons voting in the ballot have voted in favour of the BID proposals.
Condition 2 has been satisfied. The aggregate rateable value of each hereditament in respect of which those voting in favour of the BID proposals exceeds the aggregate rateable value of each heriditamemt of those voting against the BID proposals.
I, therefore, certify that the BID proposals have been approved in this ballot in accordance with section 50 of the Local Government Act 2003.
