Online parking fine payment update

If you have received a parking fine the ticket may make reference to the fact that you can pay the fine online via this website. Unfortunately this is not possible at the moment and we are unable to accept online payments for parking fines. Your Penalty Charge can be paid by phone on 0845 3000600 or by sending a cheque or postal order to the address on the back on the Notice. We are working to implement an online payment system and hope to have this operational during 2009. The alternative payment methods stated on the penalty charge notices are available. We apologise for any inconvenience.

Penalty charge notices (PCN)

Following the introduction of new regulations, which form part six of the Traffic Management Act 2004, there are two different routes to challenge a parking ticket. This depends on the date the parking ticket was issued. If you have received a parking ticket which you think may have been issued incorrectly, please follow the appropriate appeals process below to challenge the ticket.

Parking tickets issued before 30 March 2008

If your ticket was issued before 30 March 2008 please visit the parking enforcement page for information about challenging the ticket under the Road Traffic Act 1991.

Parking tickets issued after 30 March 2008

If your ticket was issued after 30 March 2008 please visit the civil parking enforcement page for information about challenging the ticket under the Traffic Management Act 2004.

If you challenge the issue of your parking ticket and the independent Traffic Penalty Tribunal (England and Wales) instruct you to pay your Penalty Charge Notice (PCN), you must pay. Do not ignore payment notices or letters!

Under both acts, we use a certified bailiff service to ensure any debt owed is paid. If a bailiff is used, you will be responsible for your debt to the Council as well as the additional bailiff charges.

Discretion with regards to mitigating circumstances lies solely with the Parking Unit and through following the PCN procedure for appeals.

Patrolling parking areas

The Parking Unit employs over 60 civil enforcement officers who patrol all on street pay and display parking and residents parking areas. The civil enforcement officers also patrol the city council run off street pay and display car parks. This includes both surface and multi-storey car parks. Pay and display machine revenues are collected from the machines by our own cash collection staff in an armoured vehicle.

Plymouth City Council is an approved centre for the 'Parking Control NVQ level two certificate.'
