Local Strategic Partnership Structure
The Board
The Board meets four times a year to ensure that they carry out the following responsibilities:
- oversee the process for the production, review and framework for delivery of a Sustainable Community Strategy and Local Area Agreement
- ensure performance management arrangements are in place and regular monitoring is undertaken
- develop and implement engagement mechanisms for all three sectors (public, private and voluntary and community sector)
- develop and support partnerships to deliver on our strategic priorities
- ensure partnership adds value to delivery of strategies and plans
- undertake an annual self-assessment on our priorities (specifically neighbourhood renewal)
- develop an annual Improvement (Action) Plan - review and monitor delivery
- ensure corporate governance arrangements are in place and monitored
- ensure resources are allocated appropriately across all partners
Membership
The Board consists of five members from each sector (public, private and community/voluntary), plus the Chairs of the theme groups. The Chair of the Board is the Leader of the Council and the Vice-chairs represent the other two sectors (private and community/voluntary). For a full list of our members see below.
The Executive Group
The Executive Group meets every six weeks and takes the managerial role on behalf of the Board. Their responsibilities are:
- delivering the LSP Improvement Plan
- managing the commissioning process for external funding
- managing the self-assessment and planning process
- allocating resources from main public sector agencies and other funding streams
- taking responsibility for the development of the Sustainable Community Strategy and Local Area Agreement
- monitor performance against targets
Membership
The Executive Group is public sector driven and is chaired by the Chief Executive of the Council with the vice-chair being the Chief Superintendent of the Police.
The Theme Groups
There are currently four theme groups established and these are based on our vision. They are 'healthy', 'wealthy', 'safe and strong' and 'wise'. They meet according to each of their business needs but at least four times a year. Their responsibilities are as follows:
- contributing to the annual self-assessment and improvement planning process
- developing and prioritising actions to meet the overall vision
- delivery of targets as determined by the Sustainable Community Strategy and the Local Area Agreement
- ensuring partnership plans are shared and agreed across the partnership
- defining resources to deliver all of the above
- analysis of key issues and identification of specific priorities that the group recognises it needs to address
- identify what needs to change about the way we work in order to deliver priorities
- report to LSP Board and Executive Group as appropriate and required
- identify relevant groups and partnerships that are required to most effectively deliver the targets.
Membership
The chairs of theme groups have been identified from across the sectors. At present the Chief Executive of the Plymouth Teaching Primary Care Trust is chair of the Healthy Theme Group. The chair of the Chamber of Commerce is chair of the Wealthy Theme Group. The Chief Superintendent of the Police is chair of the Safe and Strong Theme Group and finally the Director of Learning and Skills Council is chair of the Wise Theme Group.
Forum
The LSP forum brings together members of the partnership across all of the sectors and neighbourhoods. It has approximately one hundred members and continues to grow. The aim of the forum, which meets twice a year, is to identify needs, consult, be inclusive, communicate and promote success.
