Requirements for any petition for a referendum for an elected mayor
Under the above regulations, local authorities are obliged to publish a 'verification number' which equates to the minimum number of signatures required on petitions requesting a referendum on the question of whether the Council should adopt a form of constitution comprising a directly elected mayor, either acting with a Cabinet or with a Council Manager.
The minimum number of signatures required is 9,183.
This number represents 5% of local government electors shown in the Register of Electors published on 1 December 2006. The number will be used to check and verify any petition presented to the authority.
However, please note that Plymouth City Council held a referendum on the adoption of its executive arrangements on 24 January 2002. A local authority may not hold more than one referendum on this question in any ten-year period. Therefore, the next period in which a petition can be submitted will be from 1 April 2011.
