Financial regulations
Financial regulations provide the framework for managing the Council's financial affairs. They apply to every Member, Committee, School Governing Body, Department, Officer, Partner, Employee of the Council, and anyone acting on behalf of the Council, unless otherwise minuted by the Council.
Financial regulations are intended as an aid to good financial management and outline the necessary procedures to secure the proper administration of financial affairs. They should be read and construed in conjunction with the Contract Standing Orders of the Council and shall be in addition to and not in substitution for those Standing Orders.
The Council's financial regulations are also supplemented by more detailed financial instructions issued as and when appropriate by the Director for Corporate Support or his/her nominated representative. These supplementary documents form the Index as referred to in the main Regulations. Documents included in the Index carry the same authority as the financial regulations themselves.
