Core functions
Planning Services delivers a very wide range of both statutory and non-statutory services. Our main areas of business are described in what we call 'core functions'. The 10 core functions are:

Our core function objectives
Priority 1: Local spatial planning
To deliver sustainable linked communities and a high quality city through the preparation, adoption and implementation of an exemplar Local Development Framework supported by a robust evidence base.
Priority 2: Regeneration
To facilitate the delivery of regeneration proposals and initiatives through the coordination of planning delivery and provision of support to key partnerships and agencies.
Priority 3: Economic development
To deliver strategic leadership of the growth agenda for Plymouth’s economy through the preparation and implementation of a Local Economic Strategy and through input into the Regional Economic Strategy.
Priority 4: Regional spatial planning
To support the delivery of the city’s growth agenda through effective engagement in regional and sub-regional processes.
Priority 5: Planning applications
To deliver sustainable linked communities by ensuring the highest quality design and environmental standards with appropriate community benefits through the development management process.
Priority 6: Building regulation applications
To deliver sustainable, energy efficient and accessible buildings that meet existing and future building regulation requirements through the provision of building regulation, public safety and access services.
Priority 7: Environmental planning
To deliver effective plans for the stewardship of the natural environment through promotion of biodiversity, provision of specialist advice on trees, landscapes and wildlife, and environmental appraisal of plans.
Priority 8: Coastal planning
To coordinate the delivery of all management and project initiatives of the Tamar Estuaries Consultative Forum and provide specialist advice and research on coastal issues.
Priority 9: Planning compliance
To investigate, research, and deliver compliance with planning objectives through taking enforcement action.
Priority 10: Historic environment
To promote the protection, conservation and enhancement of Plymouth’s historic environment through the delivery of specialist advice, appraisals and management plans.
