Planning committee
The planning committee is responsible for making decisions on the bigger and more sensitive planning applications received by the council. The remaining applications (approximately 90% of those received) are determined by the Head of Planning and Regeneration on behalf of the City Council, under what are known as delegated powers.
The planning committee is made up of 12 city councillors who are responsible for deciding planning applications, listed building and conservation area consents, as well as enforcement cases. Which items are considered by the committee are decided through the Council’s Scheme of Delegation.
A code of good practice for members and officers in connection with the determination of planning applications can be downloaded from the documents table below.
The planning committee meets every four weeks, at 2.30 pm on a Thursday in the Council House, Civic Centre. To view upcoming dates for planning committee please visit our committee details page. With the exception of very occasional confidential matters, all the formal business of the planning committee is held in public.
You are welcome to attend this committee and listen to the debate, or you can speak directly to the councillors who make the decisions on planning applications.

Attending the committee
If you decide to attend the planning committee meeting, you will be given a copy of the meeting's agenda. In it are reports of the planning applications that are to be decided at that meeting.
Sometimes decisions on applications are deferred so that further information can be obtained or if the committee want to visit the site before making a decision on an application. Please read our speaking at planning committee page.
