Key Changes to the Preferred Options
This Preferred Option report was prepared as a basis for consultation on Plymouth’s emerging Local Development Framework (LDF). It sets out the key changes the Council proposed since the original Core Strategy Preferred Options report that was published in July 2005. This report outlines the preferred policy directions, and highlights alternatives where appropriate.
The key changes consulted on relate to:
- transport
- shopping
- employment
- future development in Derriford area
In addition, it includes sections on environment and social issues. The consultation period ran from 13 April to 25 May 2006.

In order to inform this document the Council commissioned eight new background studies. The findings from these studies are published as background documents to this preferred options key changes stage.
The studies are:
- Plymouth Employment Land Review, by Baker Associates
- Plymouth Economic Vision and Strategy, by EDAW
- Plymouth Shopping Study, by Cushman and Wakefield
- Plymouth Strategic High Quality Public Transport Network, by Atkins
- Plymouth's Eastern Corridor public transport option, by Faber Maunsell
- Plymouth Airport Study, by York Aviation
- North Plymouth Sustainable Community Assessment, by LDA Design
- Plymouth Flood Risk Assessment, by Pell Frishman
