Municipal Waste Management Strategy (MWMS)
On this page you will find information relating to our Municipal Waste Management Strategy including the Headline Strategy, the Strategic Environmental Assessment (SEA) and background reports.
Plymouth is experiencing a period of significant change. There is a real expectation of improving the quality of people’s lives in a way that truly reflects the aspirations of local communities. The Municipal Waste Management Strategy is one of the key policy documents in delivering change and the expectations of our community.
It is a road map for the delivery of municipal waste management in the city to meet the needs of the community and to allow the city to grow in the future without causing environmental damage.
The strategy sets out how we are to manage municipal waste in Plymouth but not where. Where waste is managed is part of our Planning Department’s responsibility through the Local Development Framework (LDF) and Waste Development Plan Document (WDPD).
We adopted the Municipal Waste Management Strategy on 23 April 2007.
The Headline Strategy sets out a proposal for the management of the city’s municipal waste over the period from 2006/2007 to 2030/2031. The document proposes that we optimise recycling and composting and treat the non-recyclable waste in an Energy-from-Waste facility. You can download the Headline Strategy from the documents table below.
The Municipal Waste Management Strategy options have an impact on the environment, use of resources and economic well-being. These impacts have been assessed by independent consultants in the Strategic Environmental Assessment report, which can be downloaded from the documents table below.

- Municipal Waste Management Strategy supplementary report 3 summarises the results of two workshops and a survey involving key stakeholders and members of the public.
