Choice based letting - advertised homes to let scheme

As a part of preparing for choice based lettings here in Plymouth, a trial bidding scheme has been run since January 2005. This enables applicants already on the Plymouth Housing Register to consider properties which might not be in their preferred area or type, but will provide affordable housing.

To apply for these properties applicants can show their interest by making a ‘bid’. This can be done by following the bidding guidelines below.

Where there are a number of bids for the same property, preference will be given first to the applicant with the highest band. If two applicants are in the same band, preference will then be given to the applicant who has waited the longest with that level of priority.

There may be occasions where there are issues that will prevent a successful bid continuing to an offer of a home. Plymouth City Council and the partner Housing Associations reserve the right to restrict a bid proceeding where the property is considered not suitable for the applicant. This may include issues of public safety, risk or sustainability of the tenancy.

Bidding process

Properties are advertised fortnightly:

  • in the property section of the Evening Herald, which is published on a Thursday
  • on Library notice boards, at social service offices, housing offices
  • on the council website
  • through relevant agencies.

Applicants interested in these homes should call the advertised telephone number 01752 305952, visit a local Council Housing Office and complete a bidding form, call in to Midland House or complete the online unfurnished properties to let bidding form.

Where the applicant is interested in more than one property they should indicate their preference, however only three properties can be bid for by one applicant at any one time.

All bidding closes at midday on the Wednesday following the advert. Successful applicants will be notified, usually by telephone, as soon as all the bids have been checked. This may be in the following week. Due to the number of bids received it is not possible to contact unsuccessful applicants.

Content of advert

Adverts include brief information about the homes offered, availability, services and facilities that are provided with the property, weekly rent and who the landlord is if it is not a Plymouth City Council property. Other conditions will be identified such as who the properties are suitable for.

Special needs or vulnerable applicants

The advertisement that appears in the Evening Herald will also be copied to link agencies including Shelter, Plymouth Access To Housing (PATH) , Citizens Advice Bureau (CAB), Social Services, Plymouth Race Equality Council, Refugee First and Plymouth Federation of Tenants and Residents Association so that they can assist applicants in submitting a bid by the process as above.

People who are not allowed to bid

Applicants whose application is not registered as live within the Plymouth Housing Register.

Applicants considered as having 'unacceptable behaviour' that makes them unsuitable to be a tenant of the Council. Unacceptable behaviour is defined as behaviour, which if the applicant (or a member of their family) were a secure tenant of the local authority would entitle the Council to a possession order.

This may include:

  • applicants who have been evicted from a previous Council tenancy or who are facing possession proceedings for example non-payment of rent or other breach of tenancy agreement.
  • applicants who are facing anti-social behaviour proceedings relating to a current or previous tenancy, whether public sector or private sector, or who have previously been the subject of such proceedings.
