Tenant Participation
Plymouth City Council believes that tenant involvement is a vital part of providing a first class housing service and is always looking to improving it.
The Housing Department provides a wide range of specialist services from carrying out repairs and putting in new windows and heating in your homes to taking legal action to deal with anti-social neighbours who are spoiling your neighbourhood.
Tenant Participation means you have your say and tell us when we get it right and wrong because what we do and how we do it affects your homes and local community.
In recent years we have talked and listened to tenants through groups and with Plymouth Federation of Tenants and Residents Associations (PETRA), the independent tenants federation. This has been a very useful way of finding out what tenants think about the housing service and we value the work we do with over 30 such groups spread across the city.
But we understand that some tenants and leaseholders would prefer to share their views with us in other ways, such as filling out our questionnaires, (which often double up as a chance to win a draw prize) or to pop in to our housing offices to speak to staff.
The more residents who get involved in Tenant Participation events and activities the more we can get an understanding of what our tenants need. We are finding that some tenants are less keen to share their views and feedback, including black and minority ethnic residents, single parents and younger people.
Ways we work with our tenants:
- support and develop tenants and residents groups
- set up focus groups to get views on specific issues and services
- send out letters and leaflets to individual tenants and groups
- send out a What's Up Magazine with latest housing news every three months to all Council homes
- send out an annual Leaseholders newsletter
- plans are in place for a new newsletter for Sheltered Housing residents

Tenant Participation Compact
The Council’s commitment to providing as many opportunities as possible for tenants and leaseholders to get involved in decisions making which affects their housing service, homes and neighbourhoods, is set out in a document called the Tenant Participation Compact.
The Compact is a formal partnership agreement between the Council, as a landlord, and tenants representatives.

PETRA
PETRA is an independent tenants organisation. PETRA has staff who can help people set up and maintain tenants groups.
