Housing stock transfer
In February 2007, Plymouth City Council agreed that stock transfer be pursued (see agenda report pack 5 February 2007). Stock transfer is where the Council transfers the ownership and management of its housing to a Registered Social Landlord (RSL), also known as a housing association.
The Council believes that this is the best way to bring its homes up to the Government's decent homes standard. This standard means that, amongst other things, properties should be dry and warm and have kitchens and bathrooms that are not too old.
The Council is now consulting all its tenants and leaseholders about the possible transfer of all council homes to a new registered social landlord.
The decision on transfer will be made by secure and introductory tenants in a ballot planned to take place in Autumn 2008. If the majority of those tenants who vote, vote yes to the transfer and it goes ahead, a housing association could bring massive investment improving the standard of Council homes and the neighbourhoods they are in.
Before the planned vote, the Council will be holding a series of events and sending information to tenants and leaseholders to make sure they are aware of the stock transfer proposal. There will then be a formal consultation process.
In addition, tenants and leaseholders have appointed DWA to be their Independent Tenant Adviser (ITA) to check what the Council is saying and doing. DWA will work closely with tenants and leaseholders throughout the process. DWA will also be producing their own independent newsletters and hosting events and training tenants. Radford Estate stock transfer
There is a separate smaller stock transfer going ahead on the Radford Estate in Prince Rock. Plymouth City Council’s tenants who live there have voted in favour of transferring the ownership of their homes to Sanctuary Housing Association. The transfer is expected to take place in June 2008.
