Offer document
The offer document is the formal proposal that tenants will vote on. It explains what transfer would mean for homes and housing services. It also compares what the Council will be able to provide if tenants vote no.
The document will contain plans for the future of homes if transfer takes place. It explains how the new housing association could bring a better housing service, more repairs and improvements, such as central heating, double glazing, new kitchens and bathrooms, as well as environmental work like fencing repairs, which tenants have said they want.
Tenants and leaseholders will be working with the Council to write the offer document. The document will then be sent to tenants and leaseholders for their views.
Following consultation, tenants and leaseholders will be advised of any changes to the offer document and whether the Council is proceeding to a ballot of its secure and introductory tenants. If the majority of those tenants voting in the ballot vote in favour and the transfer goes ahead, the promises made in the offer document will be the subject of a legally binding agreement.
