Operation Upgrade - Investing in Plymouth's roads
What is Operation Upgrade?
Plymouth City Council is investing in a multi-million pound scheme to upgrade the city's road network following two of the worst winters in recent history. 'Operation Upgrade' started in May 2011 and has been developed to repair and resurface targeted roads that have suffered the most damage during the unusually harsh conditions.
Good roads are essential for keeping the city moving as well as supporting economic progress and the future growth of the city. Operation Upgrade is an investment in Plymouth's road network and will see a substantial shift from reactive to planned maintenance - which is much more cost-effective in the longer term.
How long will the scheme last?
Phase One started in May 2011 and will be completed by April 2012. Phase Two is currently being planned for 2012 to 2013.
How is the scheme funded?
The majority of funding has come from the Council, with an additional contribution from the Government, which distributed £200 million to help local councils across the country with road repairs following the harsh winter conditions.
In 2011, £1.82 million was invested in Phase One. The success of this programme led to the Council allocating an additional £1.3m available for works, bringing the total investment to £3.1m in the 2011 to 2012 financial year.
How do you decide which roads to repair?
We have carried out a comprehensive assessment of Plymouth's road network against a number of criteria including:
- road user safety
- number of potholes
- degree of cracking
- ride quality (bumpiness)
- number of complaints received
- needs of local businesses, amenities, schools and public transport.
Each site has been prioritised using the above criteria and generally the worst roads are due to be repaired or resurfaced first. Consideration has also been given to the category of each road and the amount of traffic using it.
Will pavements and footpaths be repaired as well as roads?
Not as part of Operation Upgrade. Pavements and footpath repairs will however still be undertaken as part of our normal maintenance works.
Will there be road closures?
Some road closures will be necessary, however, we are working hard to minimise disruption and keep residents informed. Advance warning signs will always be put in place before works begin.
Programme of works
The roads below are undergoing repair and resurfacing works as part of Operation Upgrade. We are liaising with other organisations who work on the roads, such as utility companies, to ensure disruption is kept to a minimum.
Where traffic management is required, these measures will be in place only during hours of work.
