Civil parking enforcement tickets

The process which a Penalty Charge Notice (PCN) follows is set by law. This can be found on the Patrol website, which provides a flow chart showing the route that a Penalty Charge Notice will follow until it's conclusion.

• You can challenge a Penalty Charge Notice (PCN) or bus lane PCN if you think it should not have been issued, or there are mitigating circumstances why it should be cancelled.
• If you choose to appeal, you will need to write to the Admail address provided on the back of the parking ticket/penalty charge notice (PCN) setting out your reasons for appeal.
• If you are unsuccessful with your appeal, the final stage is to appeal to the Traffic Penalty Tribunal quoting your grounds of appeal.

What is the Traffic Penalty Tribunal?

The Traffic Penalty Tribunal decides appeals against parking tickets issued by Civil Enforcement Authorities in England (areas outside London) and Wales and against bus lane penalties issued by Civil Enforcement Authorities in England (areas outside London).

The Traffic Penalty Tribunal is the final stage of appeal for motorists or vehicle owners against a Penalty Charge Notice issued by a Council in England (outside London) and Wales. For more information visit the Traffic Penalty Tribunal website.

Who to contact if your case has been passed to bailiffs for debt recovery

If your PCN remains unpaid, the Council will send a Notice of Debt Registration and if following this no payment is received within 21 days the Council will obtain a warrant from the Traffic Enforcement Centre at Northampton County Court and bailiffs will be instructed to recover the debt. Once the case has been sent to bailiffs the Council is unable to deal with any further correspondence.
