Vehicle access to the city centre pedestrian zone

Plymouth city centre has a pedestrian zone. Vehicles are not allowed to enter this zone without a valid permit from the Council.

Permit types

A range of permits are available which allows access to the pedestrian zone. We must be satisfied that the request to access the zone is justified and will determine the timings of any access granted. Our decision on this is final and there is no process of appeal.

How do I apply?

Complete the application form below.

Applications can be emailed to permitenquiries@plymouth.gov.uk, faxed to 01752 305592 or posted to Parking Services, Plymouth City Council, Civic Centre, Plymouth PL1 2AA. Details of fees and payment options are on the application form.

Please send us your application 10 days before the access is required. Once your application has been received and approved a permit will be posted to the address provided on the application form and we will advise you of the routes available to enter and exit the pedestrian zone. We may contact you if we have any queries about your application.

Need access in an emergency?

Sometimes a vehicle may need to enter the pedestrian zone in an emergency. An emergency is defined as 'a genuinely unforeseen circumstance which may present a risk to other persons if not attended to'. If you need emergency access please call 01752 304021.
