Penalty charge notices issued after 30 March 2008

If you receive a parking ticket which you think has been issued incorrectly please follow the standard appeal process shown below:

  • Write to the Admail address provided on the back of the penalty charge notice (PCN), setting out the grounds for your appeal.
  • There are two charging bands for penalty charge notices, which depends on how serious the contravention.
  • Penalty charges are issued at either £70 or £50 and both must be paid within 28 days. However, as an incentive to pay early, we reduce the charge to £35 or £25 respectively if paid within 14 days. If your appeal is received no later than 14 days after the PCN was issued, the charge will be held at £35 or £25 while your appeal is being investigated.
  • If your appeal is accepted, the PCN will be cancelled. If your appeal is rejected, you will be given a further 14 days to pay the discounted fine of £35 or £25. If you don’t pay within 14 days the statutory £70 or £50 fine will become payable.
  • If you still haven’t paid within 28 days of your appeal decision the parking unit will contact the DVLA and issue a ‘Notice to Owner’ to the registered keeper of the vehicle. The Notice to Owner starts the formal appeal procedure and includes the forms you need to make a formal representation to the Traffic Penalty Tribunal (England and Wales).
  • The Traffic Penalty Tribunal will investigate your complaint and make an independent decision. If it finds in your favour, the PCN will be cancelled. If not, you will be asked to pay the full statutory charge of £70 or £50 within 35 days.
  • If payment is not received within 35 days you will receive a £105 or £95 Charge Certificate.
  • If the £105 or £95 charge is not paid within 14 days the case will be forwarded for debt registration and the charge increases to £110 or £100.
  • If the £110 or £100 charge is not paid within 21 days a Warrant of Execution is issued and forwarded to bailiffs who will recover the debt.
