Parking permits
We have nine different types of parking permits, designed to accommodate the parking needs of residents in designated areas of the city and for businesses operating in the city.

Business parking permits
Business parking permits are available in most resident parking schemes in the city and are issued for use within the specific scheme that the business premises is situated in. Business users and employees must meet certain criteria to qualify for a business permit. Business use is defined as a vehicle being moved frequently throughout the day in the course of business. Business users who use their vehicle(s) infrequently or solely as a means to travel to and from their workplace will not qualify for a permit. Residents parking scheme business permits are not available to commuters. An application form for businesses wishing to apply for a permit can be downloaded from the documents table below.
Car park bay hire
Car park bays can be hired out to contractors for a specified time period and a permit is issued for parking in the bays. Bay hire is charged at the current charging rate of the particular car park used. This facility is available to contractors who find it necessary to park in the city centre car parks in order to carry out works in around the city centre. It is not available to private individuals or for commuting purposes.
Daily visitor permits
Daily visitor parking permits are issued to residents within the boundaries of specific residents parking schemes in the Plymouth area. An application form for daily visitor permits (first application) can be downloaded from the documents table below.
Essential visitor permits
Residents in all residents parking schemes in Plymouth who are in need of essential daily care by relatives or home care workers can apply for an essential visitor permit. Applications for an essential visitor permit must be supported by a doctor's declaration which states that the resident is in need of essential daily care. The permit is kept by the resident and given to the essential visitor to place in the car whilst parking in the residents parking bays in the particular scheme it is issued to.
Essential worker permits
Essential worker permits were introduced in 1999 specifically to alleviate the parking problems that businesses, landlords and sole traders were experiencing. Before this time there were no facilities for landlords or businesses to park in the resident's parking areas. This permit is not available to private individuals or for commuting purposes. Current costs for these permits are: £10 weekly or £100 annually. On street parking bays
On street parking bays are hired out to contractors. Bays are hired for a specified time period for which a permit is issued for parking in a bay for that period. Bay hire is charged at the full rate of the parking charge in the area. This facility is available to contractors who are carrying out works adjacent to or in on street parking schemes or areas. This facility is not available to private individuals or for commuting purposes.
Resident's parking permits
Resident's parking permits were first introduced into the Devonport and Keyham areas of Plymouth in 1976. Over the years it has been necessary to introduce more and more resident's parking schemes into Plymouth so that residents affected by commuter parking can park their vehicles near to their homes. There are currently 36 resident's parking schemes in operation in the Plymouth area and many have different rules and regulations.
Until 1988 all resident's parking permits were issued free of charge to residents but over the years costs increased dramatically and in 2002 it became necessary to make a charge for all resident's parking permits. The charge for all resident's parking permits from 1 April 2003 is £25. Businesses are included in some of the schemes and their costs are on higher sliding scales. Resident's visitor tickets
Residents visitor parking tickets are issued to residents within the boundaries of specific residents parking schemes in the Plymouth area. Residents are limited to the purchase of three books of resident visitor tickets annually. The current cost for the books is: £15 for the first book, £25 for the second and £35 for the third. Season tickets
Season tickets can be purchased on a monthly or yearly basis for use in the following city centre car parks only:
