Local Transport Plan Annual Progress Reports
Part of the requirement of the Local Transport Plan (LTP) process is for Local Authorities to produce an Annual Progress Report (APR). Plymouth City Council has produced five APRs to date for the financial years 2000/2001, 2001/2002, 2002/2003, 2003/2004 and 2004/2005, with a Delivery Report for the whole of the LTP period, 2001 to 2006, being produced in July 2006.
The APR is the mechanism by which the Department for Transport (DfT) and the Government Office for the South West (GOSW) are able to appraise Plymouth City Council’s performance in implementing the LTP 2001 to 2006.
The APR looks back at what has been achieved and implemented over the respective financial year, and looks forward at what needs to be achieved over the forthcoming year to meet specified targets or outcomes, particularly related to shared transport priorities, that are contained in the LTP. Shared priority involves improving access to jobs and services, particularly for those most in need, and doing this in ways that are sustainable. The shared priorities against which Plymouth City Council is delivering are:
- Congestion
- Road Safety
- Accessibility
- Environment
Through the LTP, Plymouth City Council receives money from the Government to fund transport schemes and in addition to illustrating what has been achieved over the APR period, this document details how much has been spent on respective activities and how much money is required to deliver planned schemes. The APR is therefore central in defining the framework against which future LTP related funding allocations to Plymouth City Council will be made by Government.
As part of the LTP reporting process a Delivery Report covering the whole of the first LTP period (2001 to 2006), was prepared and submitted to the Department for Transport and the Government Office for the South West at the end of July 2006. It documents the targets and objectives contained in the first Local Transport Plan 2001 to 2006 and the City Council's success in working towards them over that period.
