HYP HOP
These web pages are dedicated to letting young people know about possible changes to council housing in the city. These changes are all about stock transfer.
There is a another, much smaller transfer of properties proposed for the Radford Estate in the East End of Plymouth - but these pages only relate to the bigger transfer proposal.
We have given the go ahead to consult council tenants about the possible transfer of 15,500 council homes to a new or existing registered social landlord. These are better known as housing associations. The decision on the transfer proposal will be made by all secure and introductory council tenants in a planned ballot, one vote for each tenant. The transfer can only go ahead if the majority of tenants who vote, vote in favour. If the proposal goes forward and transfer goes ahead, a housing association could bring massive investment to all council homes to improve the standard of the houses and the neighbourhoods they’re in including play spaces. The Council will also be working with tenants in the coming months to work out what services would be like if a transfer does not take place.
It is important that younger people who live in Council properties, and especially young council tenants have an input into what improvements are needed. After all these could be your own homes one day and for some of you, they already are.
The 'HYP HOP' logo was specifically created by one young council tenant to use in all stock transfer related information, so wherever you see the HYP HOP logo you will know that the information is specifically written for young tenants.
The Tenant Participation Team and Stock Transfer Team, together with an Independent Tenants Advisor called DWA, will ensure that all tenants are aware of the stock transfer proposal. When the time comes, we would like all of you to have all the information you need to make an informed decision about what impact either Stock Transfer or staying with the Council could have, before you vote either yes or no.
The next few pages will give you information on what the key tasks are and how you could become involved.
Appointing an Independent Tenants Advisor (ITA)
DWA were interviewed and selected by tenants and leaseholders and will give independent advice to you throughout the consultation. They will also ensure that you are given enough information to make an informed decision before voting. DWA will work closely with you throughout the stock transfer consultation, and will produce their own newsletters and posters, run drop - in sessions and answer any questions you have.
