Licensing Policy
As the Licensing Authority for Plymouth, Plymouth City Council recognises that the provision of entertainment is a major contributor to the economy of the city, attracting tourists and visitors, making for a vibrant city, which in turn continues to be a major employer. Commercial occupiers of premises have a legitimate expectation of an environment that is attractive and sustainable for their businesses.
The aim of the policy is to secure the safety and amenity of residential communities while helping to provide a sustainable entertainment and cultural industry. The Council, in adopting the licensing policy, recognises both the needs of residents for a safe and healthy environment to live and work and the importance of safe and well run entertainment premises to the local economy and vibrancy of the city.

On 6 December 2010 the Council formally ratified the adoption of a revised Statement of Licensing policy. The revised policy will take effect on 7 January 2011.
Section 5(1) of the Licensing Act 2003 places a duty on the Licensing authority to determine and publish a Statement of Licensing Policy every three years. Before determining its policy the Licensing Authority must consult in accordance with statutory guidance and this process was concluded on 1 September 2010. The consultation also included a review of the need for a Cumulative Impact Policy which was first introduced in 2008.
We have agreed a new Statement of Licensing Policy and the Special Policy on Cumulative Impact will continue to apply to Union Street (including Derry's Cross), the Barbican, North Hill, Mutley Plain and Stoke Village.
