New employment floorspace

There were significant developments completed in 2010 to 2011 at Sisna Park, Estover, which accounted for just over half of the completed floorspace for the year.

There has been less land coming forward for planning permission and planning permission has lapsed on several sites where development has not started within three years.

This has resulted in a decrease in the amount of land that has permission but has yet to start construction.

There is also a slight decrease in the amount of employment land under construction currently.

We need to carefully monitor this to ensure we meet our target in the years ahead.

Office floorspace

The delivery of 13,000 sq m new office development within the city per year.

This target has not yet been achieved.

This is an ambitious target which has not been met in the past few years. This is not altogether surprising since Plymouth has not had a buoyant market for office floorspace.

One of the aims of the Local Development Framework is to stimulate growth of an office sector. The City Centre and University Area Action Plan aims to create a new 100,000 sq m office quarter on the edge of the city centre.

In 2010 to 2011, 1,875sq m of office space had been completed, down from 7,567 sq m in the previous year.

Eighty two per cent of the employment floorspace completed in 2010 to 2011 was for mixed B uses – therefore the actual amount of new office floorspace available is likely to be higher.

To increase the attractiveness of Plymouth for office development we will not require infrastructure contributions through the Plymouth Development Tariff for this type of development.
