Market Recovery Scheme
The Market Recovery Scheme is an initiative introduced by the Council to help development to proceed during times when viability is a major constraint on development as a result of economic slowdown.
It sets out a flexible approach to the negotiation of planning obligations in order to incentivise early delivery of development or ensure that there is a good supply of schemes ready to be delivered once economic prospects improve.
It does this by identifying a range of measures that can be applied, subject to conditions, in order to bring forward schemes.
The fact that development might be unviable were the full range of planning obligations to be sought does not in itself mean that it will be suitable for consideration through the Market Recovery Scheme. The Council will still need to weigh up the benefit of enabling the development to proceed against the implications of some of its impacts not being mitigated for. However, the Council does give significant weight to economic benefits of development and wishes to work proactively and flexibly in order to ensure that the city’s economic recovery is supported.
The Council’s Market Recovery Scheme 2011 to 2012, was approved by Cabinet on 29 March 2011 and ran until 31 March 2012. On 17 January 2012 Cabinet extended the Scheme until Plymouth's Community Infrastructure
Levy becomes operational.
