Persons in control support library
Persons in control (PICs), have significant responsibilities for managing their sites in accordance with legislation. These responsibilities stem from the Health and Safety at Work Act 1974 and were further extended as a result of financial delegation and the scheme of fair funding.
The person in control:
- is the most senior member of staff on site
- has responsibility for the day to day management of the site
- has the overall responsibility for access to the site
Designed to assist PICs in the coordinating and maintaining of a system of site records, the site control logbook contains a series of guidance notes, checklists, contact details, and references. However, while the site control logbook seeks to cover the main requirements for demonstrating compliance with current legislation, the guidance notes within it are not comprehensive.
To assist with this, the documentation located within this library offers more extensive guidance and information. The guidance is divided into the following sections:
- Section 1 - general health and safety, access equipment and ladders, accident reporting, asbestos, contractors and capital projects
- Section 2 - electricity, energy management, fire, gas, hazardous substances, pressure systems, radon and safety glazing
- Section 3 - security, slips and trips, ventilation, waste management, water quality control, welfare and work equipment
On the 11 March 2008, the headteachers of all schools were invited to attend the PIC conference. This training event for PICs within schools gave an introduction to the role of the PIC, an introduction to the site control logbook and the an overview of the key legislation.
