Schools finance
The Section 251 statement contains information about budget and outturn statements on the planned and expected expenditure of local authority education and children's social care functions, as required under section 251 of the Apprenticeships, Skills, Children and Learning Act 2009.
The Section 251 statement is the means by which the local authority informs schools, the DfE and the general public about its spending plans for the year.
Prior to the Section 251 this information was provided under section 52 of the Schools Standards and Framework Act 1998.
The form, content and publication requirements are set out by the Secretary of State under The Education (Budget Statements) (England) Regulations 2006. This means that all local authorities will be producing these statements to a common format using a proforma supplied by the Department for Education and Skills (DfES).
