Strategy for Change
The Strategy for Change team is a special project team within the Council that engages with the Department for Education and its executive agencies concerning the national education capital investment programmes. It plays a key role in coordinating the Council’s response to national capital consultations and participation in pilot capital projects.
The team has worked very closely with officers across the Council, pulling together citywide strategies to develop an over arching strategy for change, Investment for Children, which informs how capital investment in the services for children and young people will shape a future of environments that support the Council’s priorities: delivering growth, raising aspirations, reducing inequality, and providing value for communities.
The James Review
In July 2010, the Government launched a comprehensive review of all capital investment funded by the Department for Education. The overall aim of the Review was to ensure that future capital investment would provide good value for money and strongly support the Government’s ambitions to reduce the deficit, raise standards, tackle disadvantage, address building condition and meet the requirement for school places resulting from an increase in the birth rate.
In April 2011, the Review team published its report and recommendations on the future delivery models for capital investment for 2011 to 2012 onwards.
Pending its response to the consultation, the Government has allocated basic need capital funding to local authorities experiencing the greatest need in managing shortfalls in pupil places and started a Property Data Survey Programme (PDSP), to collect up-to-date information on the building condition of the education estate.
The Council takes its responsibility for commissioning school places and the delivery of suitable infrastructure very seriously. Whilst recognising the increasing constraints in funding streams, it continues to redefine the pattern of provision: creating effective learning environments; promoting and supporting community-facing networks of schools across the city, supported by trust, academy, voluntary and community partners.
