All local authorities, including Plymouth City Council have a legal duty under the Environmental Protection Act 1990, to identify and deal with contaminated land. Part of this duty involves the publication of a contaminated land inspection strategy, aiming to help deal effectively and if needed, investigate land which appears to be contaminated as a result of past industrial or other use.
To assess progress in putting these strategies into action, and also help raise awareness about contaminated land issues and related work done by local authorities, the government introduced two BVPIs, which came into effect on 1 April 2005:
Both BVPIs were designed to help to show and measure progress in the identification of sites of potential concern and in the collection of information about such sites. Both factors help a decision to be made about whether or not investigation and/or remediation is needed on sites where contamination is strongly suspected.
These BVPIs have subsequently been withdrawn.
