Essential worker permits
Essential worker permits are available to applicants carrying out works at properties within residents' parking areas throughout the city. This applies to applicants carrying out professional visits to persons living at properties or providing a social need for residents living within residents parking areas.

What information do I need to provide?
For each new application you will need to provide a completed application form, proof of employment, proof of vehicle ownership and payment.

Proof of employment
One proof of employment from the list below (please send copies only):
- A letter on company headed paper naming the applicant as an employee.
- A letter stamped with the company name and address.
- A business card and letter naming the applicant as an employee.
Proof of vehicle ownership
One proof of vehicle ownership from the list below (please send copies only):
- Vehicle registration document (V5) with your name and vehicle registration number.
- A valid insurance certificate with your name and vehicle registration number.
- If you are not the owner of the vehicle then we need the V5 and a letter from the owner stating you have sole use of the vehicle (if a company vehicle then details must be on their headed paper).
Payment
The administration fee for the permit is £10 per week or £100 per year.
How do I apply?
By email
Email a completed application form and the required documents to permitenquiries@plymouth.gov.uk. The subject of the email should be vehicle registration/applicant surname (AA99 AAA/Smith). If your application has been approved you will be contacted by telephone or email to make the required payment.
By post
Send a completed application form and the required documents to Parking Services, Plymouth City Council, Ground Floor, Civic Centre, Plymouth PL1 2AA. Payment must be made by cheque and made payable to Plymouth City Council. Please do not enclose cash.
In person
Bring a completed application form, the required documents and payment to the Civic Centre reception, Monday to Friday, 8.30am to 5pm. You may experience delays in busy periods. Please note we are not able to issue a permit over the counter.
