Planning Obligations and Affordable Housing Supplementary Planning Document

This Supplementary Planning Document (SPD) provides guidance to developers and other users of the planning system regarding the basis on which planning obligations will be sought and further guidance on the requirement to provide affordable housing.

The objective of the SPD is to provide clarity to developers, planners, stakeholders and local residents about the basis on which planning obligations and affordable housing will be sought.

This document does not have development plan status, but will constitute a material consideration and should be taken into account in deciding a planning application or an appeal against a planning decision.

Where we are

The Planning Obligations and Affordable Housing SPD First Review 2010 was formally adopted by Full Council on 2 August 2010.

Work on the second review started in autumn 2011. It is currently anticipated that a consultation on a draft revised SPD will take place in early 2012 with adoption of the SPD in summer 2012.
