Progress review 2006 to 2008

The progress review is first and foremost a review of the progress Plymouth City Council has made during the first two years of its second Local Transport Plan (LTP2) from April 2006 until March 2008.

The document also presents an opportunity to look ahead at how the Council is going to deliver the objectives and priorities set out in LTP2 up to the end of the 5 year period in March 2011 and beyond. Central Government requires local authorities to produce a Local Transport Plan Review to monitor progress on delivery of transport targets and ensure transport is appropriately planned and resourced to deliver those objectives.

In the LTP2, performance is measured in terms of indicators representing the outcomes arising from the programme of transport interventions that the Council is carrying out over the plan period. A full range of 31 indicators which measure outcomes was agreed with the Department for Transport (DfT) and the Government Office for the South West (GOSW) at the start of the plan period.

The report first sets the context by framing the LTP2 objectives and priorities within local, regional and national policy. A summary of performance to date is then given against the agreed targets and stated objectives.

The following chapters describe delivery of the DfT’s four shared priorities:

In each of these progress to date is reported, together with planned actions to 2011 and possible risks to delivery.

A chapter is then devoted to the contribution of transport to wider local objectives as specified in Plymouth's Local Area Agreement and in the Council's Corporate Plan for 2008 to 2011. This includes non-transport related benefits, such as those related to the local economy and to social priorities. Funding of the whole spectrum of transport investments is then described, showing how different sources are being drawn upon to meet objectives.

Finally, the direct link between actions and outcomes is made by giving a table for each indicator, displaying what is being done and what is planned to enable Plymouth to meet the targets set for its transport system.
