The Children Act 2004 placed a new legal duty on local authorities to promote the educational achievement of children in care. The Director of Children's Services and the Lead Member on Plymouth City Council are responsible for ensuring that parents, carers, social workers and schools all work together to support the educational achievement of children in care.
