The Council aims to ensure everyone has access to a range of shops, which meet their needs in a sustainable way, as part of delivering Plymouth’s sustainable communities agenda.
The Local Development Framework (LDF) is tasked with promoting the vitality and viability of the city’s shopping hierarchy, encouraging a wide range of services which allow genuine choice in a good quality environment, with a vibrant mix of activity, accessible to all.
Each of the shopping centres within the city are unique, with their own strengths and weaknesses, but in some cases, centres may be falling short of expectations. In responding to this, the SPD highlights a number of key objectives, which will inform the consideration of development proposals in these centres.
The SPD will be used to inform planning decisions. It is intended to improve the quality of the shopping centres in Plymouth, enabling the development of sustainable shopping centres, which provide for communities and play a vital role in contributing towards Plymouth’s economy.
The Draft Shopping Centres Supplementary Planning Document (SPD) was subject to a six-week consultation from Wednesday 16 February to Wednesday 30 March 2011.
The Council has now viewed all of the comments received and has published a summary report which provides an overview of all the comments submitted throughout the consultation.

These comments will now be incorporated into the SPD, and the final version will progress to adoption during 2012.
