Sustainable Waste Management

To establish a spatial planning framework in the LDF that supports the Regional and Council's Municipal Waste Management Strategy, helping to make Plymouth a place where people and businesses produce less waste and are provided with long term sustainable and affordable waste management and treatment facilities.
Managing the city’s waste is a major challenge. We ensure we are taking a strategic approach to this, and monitor progress against this target.
Core Strategy Target 13.1
Local waste management targets will be prepared as part of the emerging Waste Management Strategy Action Plan.
This target is on track.
An Outline Business Case (OBC) was approved in April 2008 by the South West Devon Waste Partnership (SWDWP) which comprises three councils – Plymouth, Devon and Torbay. This business case set out detailed waste management proposals for the three Councils, including waste management initiatives, targets and a joint procurement of a long-term solution for residual waste (waste that is not recycled).
The Final Business Case has been approved by DEFRA and the Private Finance Initiative (PFI) residual waste contract agreed in March 2011 to provide a waste to energy plant to treat municipal waste from the SWDWP area. A planning application for this has been received by the Council but a decision has yet to be made.
Any waste development in Plymouth will have to comply with the policies in Plymouth’s Waste Development Plan Document which was adopted in April 2008.
The Council has set three waste management targets which link to the Corporate and Environmental Services Business Plans.

We achieved our residual waste target.
Our reuse, composting and recycling target was not achieved as the proposed kerbside glass collection has been deferred to 2012 to 2013 when a pilot scheme will be introduced.
The reduction in municipal waste landfilled was not achieved by a narrow margin. This target would have been met if the glass scheme had been introduced.
