Established by statute, the Queen's Harbour Master is the harbour authority for the Dockyard Port of Plymouth. He is charged with protecting the Port in the national interest, such that the use by the Royal Navy and other defence interests is assured. Integral in this task is the operational and administrative management of the waters of the Port to the benefit of all users.

Associated British Ports operation within the Port of Plymouth is centred at Millbay Docks, which comprises a tidal basin with 13ha (hectares) of water situated within the impressive natural harbour known as Plymouth Sound. Details

The commission is the Statutory Authority for the Cattewater, having an obligation to conserve, and facilitate the safe use of, the harbour. In addition, the commission is, under the Pilotage Act 1987, the Competent Harbour Authority for the Port of Plymouth and is charged with assessing the need for pilotage and providing sufficient assets to cover the demand. This duty is carried out within a joined arrangement with the Ministry of Defence.

"TECF provides an effective mechanism by which the Commission can lease and communicate with other key stakeholders and organisations involved in the management and use of the Port of Plymouth."

The Devon Sea Fisheries Committee's primary role is the enforcement of European, national and local legislation in relation to the conservation of fish stocks. The Committee's jurisdiction and byelaw making powers extend from the coastline out to 6 miles. All of the Tamar Estuaries, including the western banks of the river are included in the Devon area under an arrangement with Cornwall County Council.

"Given our jurisdiction within the Tamar, TECF is key to the Committee working with others to ensure that the exploitation and development of the fisheries resource within the estuary is carried out at a sustainable level."

DEFRA has responsibility for setting the policy and regulatory framework within which fisheries are managed. The Sea Fisheries Inspectorate (SFI) is DEFRA's first point of contact concerning maritime activities including the fishing industry. Some of the main duties of the SFI include enforcement of UK and EU fisheries legislation, licensing of fishing vessels, consultative and advisory services to the industry and marine environment issues.

"Membership of the TECF gives DEFRA the opportunity to provide technical and advisory assistance and maintain liaison with other agencies and representatives to ensure the best interests of the Tamar estuary are catered for."

South West Water (SWW) Ltd provides water and sewerage services to the south west region, principally the counties of Devon and Cornwall but also parts of Somerset and Dorset. It is the statutory authority for the provision and treatment of the public water supply and the collection and treatment of liquid, solid and trade effluent wastes via the public sewerage system. South West Water Ltd is the company responsible for undertaking the above functions within the Tamar Estuary catchment in accordance with European and UK regulatory frameworks.
