Affordable dwellings

We aim to meet the demand for affordable housing by ensuring that larger new housing developments of 15 dwellings or more contribute to this target:

Core Strategy Target 10.2

At least 30 per cent of new dwellings on qualifying sites to be affordable (equating to 3,300 new affordable homes by 2021).

This target is on track.

In addition to this target National Indicator (NI155) requires us to provide 237 affordable homes in 2010 to 2011.

In 2010 to 2011, 368 new affordable homes were delivered in Plymouth (66 per cent of all new homes delivered during the year).

Almost a third of these (118 affordable homes), were delivered through planning S106 agreements.

The completion of 368 affordable homes also means that:

  • Our National Indicator (NI155) target for 2010 to 2011 has been met.
  • Our three year National Indicator (NI155) target is exceeded by 46 per cent delivering 993 new affordable homes against a target of 679.
  • In the five years since the start of the plan period a total of 1,461 affordable homes have been delivered. This is 33 per cent of all new homes delivered during that time.

The Council also secured £16.7m of grant funding from the Homes and Communities Agency (HCA), to add to the £39.7m previously secured in 2009 to 2010 to deliver new affordable homes.

The city’s high level of affordable housing delivery is a reflection of the strong partnership working between the Plymouth Housing Development Partnership (housing associations and the Homes and Communities Agency), developers, and other providers. This has been enabled and supported by Council Housing and Planning services. However, significantly reduced government capital investment available for new affordable housing in future years will present a challenge to maintaining delivery at these levels.
