Planning Obligations and Affordable Housing Supplementary Planning Document - First Review 2010

The Planning Obligations and Affordable Housing Supplementary Planning Document (SPD) - First Review 2010 provides guidance on how planning obligations will be negotiated in practice.

It anticipates that negotiations will take place in relation to:

• Mitigating the cumulative impacts of development on infrastructure (through a formulae based standard charge approach)
• Mitigating other direct impacts of development and securing affordable housing provision (though what is referred to as a ‘negotiated element’).

Each planning obligation is negotiated on a case-by-case basis.
