Residents' essential visitor permits
Residents who are in need of essential daily care by relatives or carers can apply for an essential visitor permit. Applications must be supported by a doctor's declaration form which states that the resident is in need of essential daily care. The permit is kept by the resident and given to the essential visitor to place in the vehicle whilst parking in the designated resident's parking bay.
What information do I need to provide?
A completed application form
- When completing the application form please enter the word ESSENTIAL in section 3 (vehicle details box).
One proof of residence
Proof of residence must be dated within the last three months of application, from the following list (copies only):
- A valid signed tenancy agreement
- Utility bill
- Bank statement
- Council tax statement
- A residential mortgage agreement showing the applicants name, address and mortgage period
Doctors form
- A doctor's form signed by the applicants doctor (the doctor may charge a fee to complete this form which is payable by the applicant)

How do I apply?
By email
Email a completed application form and the required documents to permitenquiries@plymouth.gov.uk. The subject of the email should be applicant surname/address (Smith/101 North Close). If your application has been approved you will be contacted by telephone or email to make the required payment.
By post
Send a completed application form and the required documents to Parking Services, Plymouth City Council, Ground Floor, Civic Centre, Plymouth PL1 2AA. Payment must be made by cheque and made payable to Plymouth City Council. Please do not enclose cash.
In person
Bring a completed application form, the required documents and payment to the Civic Centre reception, Monday to Friday, 8.30am to 5pm. You may experience delays in busy periods. Please note we are not able to issue a permit over the counter.
