Would rents go up?


Current Government policy is to bring council and housing association rents into line by 2012 so rents will be the same regardless of whether the landlord is a housing association or a council. Rent increases with councils and housing associations even use the same rent increase formula, which will not be affected by transfer.

What would happen to service charges?


Service charges for additional services, such as warden services in sheltered housing, would continue but would be paid to the new landlord instead of the Council.

Could I still claim housing benefit?


Yes. Your entitlement to claim housing benefit would not be affected by transfer.

What would happen to my right to buy?


Your right to buy would be preserved and you would also acquire a new right, the right to acquire.

What would happen to my right of succession?


Your right of succession would be protected so that qualifying people could succeed to your tenancy if you die.

Would I have to move home?


As long as you are keeping to the terms of your tenancy, you would stay in your home. Only the ownership and management of your homes would transfer to the new landlord.

What would happen to staff?


Staff working in the housing service would have the right to transfer to the new housing association with their terms and conditions protected. Tenants would deal with the same housing officers, sheltered scheme managers and caretakers they do now.

How could we be sure that the new landlord would keep to its promises?


The promises made by the potential new landlord will be contained in the offer document, which would be the subject of a legally binding agreement between the Council and the new landlord. The Council would monitor the new landlord to make sure it kept the promises.

What would happen to services?


Housing services will be reviewed before the offer document is written to see how the current service offered to tenants and leaseholders might be improved. If transfer goes ahead the new landlord will have more money than the Council has to spend on services.
