Terms and conditions

  1. All applicants must be resident within Plymouth City Council’s administrative boundary, that is the council tax billing authority for the address; if an applicant does not pay council tax and is unsure which council area they live in they can check with their landlord or with their local council.
  2. There is no legal definition of residency under the concessionary travel legislation, Plymouth City Council agree that residency of more than one month is required.
  3. Plymouth City Council reserves the right to withdraw any pass from use at its discretion.
  4. Plymouth City Council reserves the right to vary the terms and conditions of its scheme and/or withdraw passes from use at its discretion.
  5. Passes remain the property of Plymouth City Council in their entirety.
  6. Passes are valid until the agreed expiry date (printed on the pass) or until a time as agreed by Plymouth City Council.
  7. Time expired passes will be replaced free of charge automatically, or by notification from Plymouth City Council prior to the expiry date.
  8. All applicants must notify Plymouth City Council of any changes in personal circumstances. This includes contact details and eligibility.
  9. Passes will not be issued to carers and/or travelling companions unless they are already eligible for a pass.
  10. The pass must be shown to the driver (in conjunction with clearly stating the destination of the journey) at the start of every journey in order to prove entitlement to fare reductions as laid down by Plymouth City Council’s Concessionary Fare Scheme, otherwise the full commercial bus fare is payable.
  11. Where ‘smartcard readers’ are active, pass holders will be required, where relevant, to record their journey transaction through the Electronic Ticket Machine. Pass holders may also be required to show their pass to bus drivers.
  12. If the pass holder moves to reside outside of the City the pass may not be valid and must be returned to Plymouth City Council.
  13. The pass must be shown to any on-bus/off-bus inspector or authorised officer of Plymouth City Council upon production of relevant identification.
  14. Mutilated or defaced passes will not be accepted and will be withdrawn by the driver or authorised officer of Plymouth City Council.
  15. Any fraudulent use of the pass may result in the pass being confiscated by the bus operator or authorised officer of Plymouth City Council.
  16. Plymouth City Council reserves the right not to reissue a replacement pass where fraudulent activity has been found to occur.
  17. Plymouth City Council reserve the right to consider progressing prosecution and legal action where a pass has been found to be used fraudulently.
  18. Plymouth City Council reserves the right to amend and change the general terms and conditions of pass usage and/or its

    concessionary fares booklet or scheme from time to time.

Data Protection Act 1998

The information you will provide with your application for a concessionary bus pass and your photograph will be recorded by Plymouth City Council and will be used by the council to provide this service, to assist in the provision of other council services to you, and to meet its statutory obligations. If you agree, your contact details will be passed to bus companies operating within the council area so that they can supply you with details of their services.
