Planning committee
Applications decided against officer recommendation
Approximately 10 per cent of applications are determined by Planning Committee. The Committee is made up of 12 councillors who are responsible for decision making. The remaining applications are determined by the Assistant Director of Development and Regeneration (Planning) under a process known as delegated powers.
Applications are determined at committee for various reasons, these are listed in the Planning Committee Terms of Reference document on the Council’s constitution page and include referral by ward members.
In 2010 to 2011 a total of 1,377 planning applications were determined. 118 of these were decided by the Planning Committee and of these five officer recommendations were overturned (two on the same site). All of these applications were referred to the Committee by Ward Members as listed below:
- Two applications for a proposal for a front extension to a retail premises at 88-90 Victoria Road (10/00421/FUL) along with an application for associated signage on the proposed new extension (10/00422/ADV). Both applications were recommended for refusal, granted conditionally at Planning Committee.
- Use of land as a base for travelling showpeople (3 families) at Bell Close (10/00174/FUL). Recommended for conditional approval, refused at Planning Committee.
- The conversion of a public house to form a 10 bedroom house in multiple occupation at the Goldmine, 50 Butt Park Road (10/01337/FUL). Recommended for conditional approval, refused at Planning Committee.
- A proposal for a two-storey rear extension at 33 Edwards Drive (10/01633/FUL). Recommended for conditional approval, refused at Planning Committee.
Value of developments approved by Committee
The total value of development granted planning permission through Planning Committee between 1 April 2010 and 31 March 2011 is £559.5 million.
This is an increase of 4.3 per cent on the value of £536.3 million granted through Planning Committee in the previous year. The total value since 2009 is £1.2 billion.
