The commission is the Statutory Authority for the Cattewater, having an obligation to conserve, and facilitate the safe use of, the harbour. In addition, the commission is, under the Pilotage Act 1987, the Competent Harbour Authority for the Port of Plymouth and is charged with assessing the need for pilotage and providing sufficient assets to cover the demand. This duty is carried out within a joined arrangement with the Ministry of Defence. The Devon Sea Fisheries Committee's primary role is the enforcement of European, national and local legislation in relation to the conservation of fish stocks. The Committee's jurisdiction and byelaw making powers extend from the coastline out to 6 miles. All of the Tamar Estuaries, including the western banks of the river are included in the Devon area under an arrangement with Cornwall County Council. "Given our jurisdiction within the Tamar, TECF is key to the Committee working with others to ensure that the exploitation and development of the fisheries resource within the estuary is carried out at a sustainable level." |

The Sea Fisheries Inspectorate (SFI) is DEFRA's first point of contact concerning maritime activities including the fishing industry. Some of the main duties of the SFI include enforcement of UK and EU fisheries legislation, licensing of fishing vessels, consultative and advisory services to the industry and marine environment issues.
