Windfall sites
Windfall sites are sites that were not expected to be developed or were not included in the city’s development plans.
Development on windfall sites
This report divides windfall sites into two categories according to size and inclusion in the Strategic Housing Land Availability Assessment (SHLAA):
- Sites for five or more dwellings which were not identified for housing in the SHLAA 2009 but which have since gained planning approval for residential development.
- Sites for less than five dwellings which were specifically excluded from the SHLAA.
In the two years since the SHLAA, fourteen sites have come forward for residential development. This is an average of 152 dwellings a year.
The SHLAA also identified two sites in the category "site unavailable at present, Plymouth City Council to monitor" which have now come forward for development.
The chart shows the rate at which small sites of less than five units have been developed. Over the past five years this has produced an average addition to the housing stock of 73 dwelling a year (44 dwellings a year from conversions and 29 dwellings a year from new builds).
