City Change Fund

The City Change Fund is about supporting local projects for local people. It's a pioneering project in which we've chosen to distribute some of the city's Community Infrastructure Levy money to support local projects through a partnership with Crowdfunder.

We've chosen to use the Crowdfunder website to pledge up to 50 per cent of project costs (up to a maximum of £20,000 each except in exceptional circumstances), if they meet the criteria and priorities.

Since 2015, we have pledged over £250,000 on over 60 projects in the city, with the Crowdfund Plymouth platform raising over £1.5 million in the city.

How do I access the City Change Fund?

You will need to set up a Crowdfunder campaign and meet the criteria for the fund. Once you have set up your project, you will be prompted by Crowdfunder UK to sign our terms and conditions. If you meet these criteria, we will begin our consultation process and if your project is deemed suitable a pledge will appear from Plymouth City Council.

Please note, we only pledge on projects that are on the 'All or Nothing' funding model and only once they have hit 25 per cent of their target.

What is Crowdfunding?

Crowdfunder is an online platform that helps turn ideas into reality with the power of the crowd. A project and accompanying video is uploaded onto the website and people back a project by pledging funds in return for rewards. It's an all or nothing model, if the fundraising target is hit the project gets the money, if it's unsuccessful no money is taken.

Community Infrastructure Levy

Community Infrastructure Levy is a charge that is made on certain developments (housing, student accommodation and shops for example). The money raised through Community Infrastructure Levy can be used to support growth by helping moderate demands that development places on the city. Most of the money is spent on big things that keep the city running like roads, schools and parks, but some can be allocated to great local projects – providing the idea fits in with our criteria. Crowdfunder end of year report (May 2016) [PDF, 9.51MB]
