COVID Winter Grant Scheme - Food and essential support

 

This is the opportunity for organisations in Plymouth who support vulnerable people to bid for grant funding of up to £10k, under the Department of Works and Pensions (DWP) COVID Winter Grant Scheme (WGS).

On Sunday 8 November 2020, the government announced a significant package of extra targeted financial support for those in need over the winter period. 

Funds have been distributed to Plymouth City Council to help those who are struggling to afford food and other essentials due to coronavirus between December 2020 and 31 March 2021.

Eligibility for grant applications

  • Grants will only be awarded to organisations not to individuals. 
  • Grants will be given to groups, charities and social enterprises who can provide food and essential items to individuals and families in need either through buying, storage or distribution. 
  • The organisation will need to be constituted, not for profit and have a bank account 

Criteria for the award of a grant

To be considered for the award of a grant, Applicants will be expected to:

  • Demonstrate using Full Cost Recovery how this funding will provide support to the target cohorts
  • Demonstrate your previous track-record in providing support to the target cohorts.
  • Describe the areas of the city which will be most impacted by your project
  • Describe how you will link with other partners and organisations to ensure that as many people as possible are aware of the project
  • Forecast how many households with children you estimate will be supported.
  • Forecast how many households without children you estimate will be supported.
  • Forecast how many households you estimate will be supported with food and utilities.
  • Forecast how many households you estimate will be supported with other essentials (including sanitary products, warm clothing, soap, blankets; boiler service/repair; purchase of equipment including fridges, freezers, ovens, etc.).

Who is the target audience to receive support from the grant?

The grant is to be used to ensure that food and essential supplies are available to all those in need. 

Specifically, the government guidance suggests the following groups are to be supported, but Local Authorities are able to target other groups that they identify as needing help in their local area: 

  • Children that are eligible for free education and childcare at the age of 2 year olds, where the family is in receipt of benefits.
  • Children entitled to Early Years Pupil Premium (EYPP), where the family is in receipt of benefits.
  • School children and young people entitled to Free School Meals (FSM)
  • Young people aged between 19 to 24 and have a current Educational Health and Care Plan (EHCP), in receipt of benefits
  • Entitled Guaranteed Bursary/ Discretionary Bursary learners/Care Leavers, entitled to benefits
  • Young Carers not captured by the FSM register
  • Children in Need (CiN) not captured on the FSM register
  • Those in Fuel Poverty

Additionally, those in hardship on the periphery of formal benefits.
