Restart Grants

The new Restart Grants are designed to help businesses reopen safely. Eligible businesses will receive a one-off grant to help their business as Covid-19 restrictions are gradually lifted.


The grant is available to businesses if they are:

  • rate-paying
  • trading on 1 April 2021
  • in the non-essential retail, hospitality, accommodation, leisure, personal care or gym sectors.

Businesses will not be eligible for the grant if they:

  • are not within the ratings system
  • have already received grant payments that equal the maximum permitted subsidy allowances
  • are in administration, insolvent or where a striking-off notice has been made.

There is a comprehensive list of business types that are and are not eligible for the Restart Grants below.


Businesses must complete an application form in order to claim their Restart Grant.

Applications closed on 30 June 2021, final payments will be made by 31 July 2021.

Grant Payments

Businesses will receive the following amounts depending on the type of business.

Non-essential retail businesses

  • For properties with a rateable value of £15,000 or under, a grant of £2,667
  • For properties with a rateable value over £15,000 and less than £51,000, a grant of £4,000
  • For properties with a rateable value of £51,000 or over, a grant of £6,000.

Hospitality, leisure, accommodation, personal care and gym businesses

  • For properties with a rateable value of £15,000 or under, a grant of £8,000
  • For properties with a rateable value over £15,000 and less than £51,000, a grant of £12,000
  • For properties with a rateable value of £51,000 or over, a grant of £18,000.

If a business falls into more than one category, the main service (and therefore grant amount) will be determined by assessing which category constitutes 50 per cent or more of their overall business.

food kiosks and businesses whose main service is a takeaway (not applicable to those that have adapted to offer takeaways during periods of restrictions, in alignment with previous COVID-19 business grant schemes).

Personal Care

businesses that only provide personal care goods, rather than services;

businesses used solely as training centres for staff, apprentices and others;

businesses providing dental services, opticians, audiology services, chiropody, chiropractors, osteopaths and other medical or health services, including services which incorporate personal care services, treatments required by those with disabilities and services relating to mental health.
