Economic Development

From 1 April 2024, the functions of the Heart of the South West Local Enterprise Partnership will transfer to Plymouth City Council and the other upper tier authorities in Devon, Torbay and Somerset. The Council will be responsible for economic development, jobs and prosperity and will continue to forge a strong alliance between the council, businesses and education, through Plymouth Growth Board. It is all part of a Government plan to give responsibility for economic growth to democratically accountable local authorities.

Plymouth City Council will be responsible for economic strategy, government business support programmes such as the Growth Hub and Careers Hub. Through Plymouth Growth Board, business will continue to influence decisions about our economy.  Plymouth City Council will continue to work in Partnership with neighbouring Local Authorities on projects such as the Plymouth and South Devon Freeport and South West Defence and Security Cluster and supporting the Great SW partnership.

Plymouth City Council has been a major partner in the Heart of the South West LEP. We work closely with neighbouring councils to support sectors  and where the geography makes sense. We also work together to ensure that our Economic Strategy continues to be sensibly joined-up.
